News media, politicians and even environmental organizations apply
their own "spin". Words do not always mean what you think they mean.
The names of congressional bills are particularly prone to spin, e.g
the Bush Administration's "Clear Skies" does not really mean clear
skies. It means whatever partial clearing of the skies that the particular
rules in that bill will provide. There are other proposals that will
provide clearer skies.
