Years of belt-tightening in the New York state park system, including the slow whittling of hours and staff, is taking a toll. After this next round of state budget cuts, the gates to some of the state's 213 parks and historic sites might well swing closed, according to Carol Ash, commissioner of the state Department of Parks, Recreation and Historic Preservation.
