Some areas require a permit for hiking. Some are free and others cost money. We do not consider a parking fee to be a permit.
Some parks are posted that you must be a resident of the town to use the park but they are rarely enforced except if there is beach access or a swimming pool and then only during the season. In general, if the park seems crowded, come back when it is less crowded.
