Highlands Trail Committee Management Proposal approved

Highlands Trails Committee Management Proposal (See attached).  Gary Haugland explained that this document was worked on by a number of people and is designed to clarify some issues that had arisen with regard to reporting by maintainers of trails that have been incorporated into the Highlands Trail, but that the proposal is not intended to resolve all issues relating to the structure of the Highlands Trail.  It was moved, seconded and unanimously carried that this proposal be approved as presented.  Larry Wheelock thanked Larry Braun for all his work on this proposal

 

HIGHLANDS TRAIL COMMITTEE MANAGEMENT PROPOSAL

 

On Tuesday evening, Feb 18, 2003 an ad hoc committee met to discuss and formulate a recommendation for the structure of the Highlands Trail Committee. Attending were:

The committee unanimously recommends to the Trails Council that:

 

1.      The Highlands Trail Committee is directly responsible for the maintenance of every section of the HT, but responsible only for HT blazes where the HT is co-aligned with one or more other trails.

NOTE – One individual may serve both as an Area Maintainer of an "underlay" section, and as the HT-blaze Maintainer, with the understanding that (a) these are two separate maintenance assignments, (b) taking either assignment is strictly voluntary, and (c) separate reports will have to be submitted for each assignment.

 

2        Maintainers responsible for HT blazes on co-aligned sections be responsible for reporting their work in the same manner as any other NY-NJTC Trail Maintainer;

NOTE – One individual may serve as both "underlay" and HT-blaze Maintainer. The HT Committee will allow flexibility in the physical form of the reports, i.e., a photocopy of the "underlay" report may be submitted to the HT Committee, provided that the hours associated with HT blazing are listed separately.

 

3    Where the HT is coaligned with one or more other trails, the HT Committee, and the Trails Committee of each area through which the HT passes, be provided with a Maintainer List which shows the responsible Chair, Supervisor, and Maintainer for each trail.

NOTE – Maintainer Lists showing those responsible for both or all trails, where two or more are co-aligned, will make it easier for either Committee to advise the other of a potential Maintainer. Thus, if an Area Committee recruits a Maintainer for an "underlay" section, and notices on the list that the HT-blaze position is vacant, the HT Committee could be notified and given the optional opportunity to attempt to recruit the new Maintainer for the additional position of HT-blaze Maintainer. If the HT Committee recruits a Maintainer to put up HT blazes on an "underlay" section and notices on the list that the Area Maintainer position is vacant, the Area Committee could be notified and given the optional opportunity to attempt to recruit the HT-blaze Maintainer for the additional position of Area Maintainer.
