The Account Panel is an artifact put their by our ecommerce backend (incorrectly). It is part of the support for recurring payments. It should only show up after logon as it applies to a specific logged on user. In fact most people won't have recurring payments so it should only show up for those that do.
This issue has not been reported on the Drupal issue queue, but the issue list contains a number of other problems and fixes that have not been applied yet. May require professional help.
4/20/09 - This is an Ubercart bug. Walt needs to submit the bug report to get it fixed in the distributed code.
